1.       First, prepare some papers (scrapbook or cardstock papers)

2.       Fold the paper  accordion or fan style

3.     Staple in the middle of fan and fold it in half

4.      Glue the end together

5.      You can stack a small polka dot paper on it. Connect  them with glue
